National AIDS Control Organisation (NACO), since many years, has been consistently promoting condom usage as a powerful preventive tool for combating HIV/AIDS, as unprotected sex is the primary cause of HIV transmissions in India. Condom Social Marketing Programme (CSMP) is a national-level condom promotion initiative by NACO under NACP III and IV, being implemented since 2008 through Technical Support Group (TSG). As a trusted partner of NACO, HLFPPT provides technical input to the national programme through TSG, based on our width and depth of experience.
Thrust areas under the programme have been to saturate coverage in districts characterised by high HIV prevalence and/or high family planning need; and increase condoms demand among high risk, bridge and general populations. The programme also looks into minimising wastage in free supply of condoms to high risk population and the underserved; developing innovative approaches in condom promotion and maximising its access among the most vulnerable groups.
In FY 13-14, it facilitated sales of 564.5 million condoms through 516,776 outlets across 320 districts in 15 states/ UTs. These include Uttar Pradesh, Andhra Pradesh, Madhya Pradesh, Bihar, Delhi, Chhattisgarh, Jharkhand, Goa, Punjab, Haryana, Chandigarh, Maharashtra, Gujarat, Karnataka and Odisha .
